Our client is seeking to engage an Assistant Director, Procurement and Contracts on a contract.
Location: Canberra, ACT
Contract Length: 8 weeks with possibility of extension
Rate: $55 - $67/ Hour + super
Eligibility Requirement: Cleared Police Check
Position Overview:
The position reports directly to the Senior Director, Contracts.
The Contracts team is a small team of highly experienced officers who are required to work collaboratively and responsively with Major Project Canberra project officers to enable the timely drafting, preparation and execution of contracts and agreements required in the delivery of construction related services and works. The team also manages panel arrangements.
As Assistant Director, Contracts your responsibilities may include:
- Review of Procurement and contract related documentation for compliance with the Territory’s legislative, statutory and policy requirements together with MPC procedures and processes;
- Drafting, often complex, contracts and agreements, managing the contract execution process, contract reporting requirements, and fulfilling the administrative functions associated with these processes;
- Providing peer review advice on other contract officers’ work as part of an in-house assurance procedure;
- Providing high level and accurate advice to MPC officers and partner directorates, specifically in relation to the information necessary for the formation of contracts, agreements, panels and related contract matters.
- Contributing to the establishment and management of construction related panel arrangements.
- Support the maintenance of the Territory’s standard suite of construction related contracts including identifying improvements to contract clauses.
- Collect data and provide input into the PMO Branch reporting requirements including responses to MPC requests for information and reporting;
- Work collaboratively with the Project Controls team and other parts of the Project Management Office as and when changes and updates to documents and templates (which are the responsibility of the Branch) are identified or where Procurement and contract input and expertise is required.
The following capabilities form the criteria that are required to perform the duties and responsibilities of the position:
Professional / Technical Skills and Knowledge
- Demonstrated knowledge of procurement processes, contract formation, and contract and panel administration in the context of the delivery of infrastructure related projects.
- Demonstrated analytical ability to interpret legislation, regulations, and policies so as to provide robust advice when required.
- Ability to undertake research, data collection and analysis, and preparation of reports and briefs to be presented to senior management.
- Well-developed written and oral communication skills, sound interpersonal skills and a demonstrated ability to negotiate and achieve required outcomes.
- Demonstrated ability to work in a team environment requiring a highly responsive and team focussed capability including the ability to adapt to and implement change.
- Demonstrated understanding and commitment to the ACT Government and Major Projects Canberra Values framework, workplace respect, equity and diversity framework, workplace health and safety best practice and industrial democracy principles and practice.
Desirable
- Relevant tertiary or post graduate qualifications in a related area would be highly desirable. This would include procurement, law, contract management or commercial management in an infrastructure related environment.
