ABOUT THE GROUP

The role of Budget Group (BG) is integral to the work of the Australian Government and preparation of the Federal Budget. BG provides strategic and detailed policy and financial advice to the Minister for Finance, other senior Ministers, Cabinet and its Committees, including the Expenditure Review Committee (ERC) and the National Security Committee (NSC). 

BG leads the operational delivery of the Budget, and reports on expenditure to inform the Government’s strategies and ongoing management approach. The role of BG also includes:

  • Critically assessing and advising on new expenditure related policy proposals for Government consideration.
  • Providing policy and financial advice to the Government to shape decision-making on whole-of-government matters.
  • Taking a constructive leading role in the co-development and implementation of the Government’s strategic policy objectives with agencies across the Commonwealth.
  • Using the latest available data and analytical methodologies to provide an evidence base for decision making.
  • Drafting statements and input for publication in the Budget Papers.
  • Maintaining accurate expenditure estimates.

The teams within BG comprise:
  • Budget Policy and Data Division (BPaDD): BPaDD provides advice on whole of government policy issues and expenditure trends, budget strategies and requirements, and methodologies for compiling budget estimates. BPaDD is responsible for costing policy, the Indexation Framework, decision tracking and data analytics to support Budget and undertakes representational and advisory duties at international events and forums. BPaDD also leads the annual whole-of-Government Budget process, and works closely with Central Ministers and Central Agencies to influence fiscal policy and Budget decision-making.
  • Agency Advice Units (AAUs): Each AAU provides policy and financial advice on a specific portfolio within Government (e.g., Defence, Foreign Affairs, Health, Industry, Education, Social Services and more). AAUs are responsible for assessing new policy proposals and providing advice to Government related to their respective portfolio. They also provide policy implementation and financial management advice to agencies within those portfolios.

ABOUT THE
BRANCH
The Budget Management Branch is responsible for the overall management of the Budget process, including advising the Government on the timetable for the Budget and other economic updates. The Branch supports government decision-making on expenditure, including thorough analysis and advice on program estimates to the Expenditure Review Committee (ERC) of Cabinet, develops Finance’s input into Budget Papers 1 & 2, and provides analysis on the Final Budget Outcome (FBO) report. The Branch undertakes and facilitates research, analysis and modelling to build the evidence base on Budget priorities and long-term fiscal pressures. 

ABOUT THE OPPORTUNITY

As a member of the Budget Management Branch, you will have a primary role working with key stakeholders to support government decision-making on expenditure and coordinating Finance’s input into Budget Paper No. 1 and 2 (BP1 & BP2).

You will work closely with teams across Finance and other Central Agencies to ensure decisions of government are captured, accurately recorded, checked and published.

As a Budget Officer you will work as part of the team to coordinate multiple Whole of Government processes for each budget round. Budget Officers also contribute to the ongoing monitoring of government decisions and estimate variations through-out the economic round to provide accurate and timely information to key decision-makers including the Secretary, Finance Minister and members of the Expenditure Review Committee of Cabinet.

You will be required to ensure data is entered accurately within key deadlines. This will draw on your sound attention to detail and ability to apply judgement, provide data analysis and provide advice across various reports and systems. 

Working with our Agency Advice Units (AAUs) will require strong organisational and coordination skills to ensure submitted requests are compliant with all requirements including Budget Process Operational Rules (BPORs). 

Budget Officers perform a critical role in the finalisation of the Budget papers and ensure the figures presented in the Budget, and provided through-out the process are accurate and checked thoroughly, this requires resilience and the ability to work under pressure to tight deadlines.

These positions will work closely with the Assistant Director to develop guidance material and timelines and undertake process improvement.

As an APS 6 there is the opportunity for the leadership and mentorship of staff.
