ABOUT THE OPPORTUNITY

The Environmental and Development Services team monitor public health related businesses who provide food and beauty services to the community, along with places of public access such as public swimming pools, making sure they are safe for the Cumberland Council residents. This team is also responsible for regulating compliance throughout the LGA ensuring that amenity and general safety is achieved, monitoring building compliance and fire safety. All of these services allow residents and visitors to the area to enjoy and feel safe within our Council area.

The Coordinator Development Compliance will oversee the day to day operations of the Development Compliance Team within allocated staff and budgetary constraints. The Coordinator Development Compliance will oversee a broad range of functions covering the key service areas including the management and overall accountability for Development Compliance investigations. This position will report directly to the Manager Environmental Health and Development Programs and as such will need to be a high level problem solver assisting with any Development Compliance related enquiries coming up with solutions to achieve a satisfactory outcomes.

The successful applicant will require:

  • Currently accredited under the NSW Building Professionals Board Accreditation Scheme with a sound working knowledge of Volume 1 & 2 (BCA) of the National Construction Code and associated Building Legislation
  • Completion of relevant qualifications in investigations and enforcement, statutory planning, building control or equivalent
  • Current Class C drivers licence
  • Current General Construction Induction Card (White Card)
  • Extensive operational knowledge of legislation (Acts, Regulations and supporting Guidelines/Standards/Codes), including but not limited to:
    • Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021
    • Local Government Act 1993
    • Environmental Planning and Assessment Act 1979
    • Protection of the Environment Operations Act 1997
    • Roads Act 1993
    • Building Code of Australia
    • Swimming Pool Act 1992
    • Combustible Cladding Regulation 2018.
  • Extensive operational experience in the management of investigations and enforcement action for a diverse range of areas, including but not limited to:
    • Planning Approvals and Consents
    • Building Control provisions
    • Other breaches of Legislation under Local Government control.
  • Extensive operational knowledge and experience in the various Act/Regulations/Rules that govern the collection, interpretation and presentation of evidence to and in a court of relevant jurisdiction
  • Experience in the supervision of staff, including their professional development, performance management and reporting against set benchmarks
  • Experience in the development, monitoring and reporting on Community Strategic Plans, Delivery Plans, Annual Operational Plans and Budgets
  • Experience in dealing with Senior Management Team, including the preparation o reports, delivery of presentations, and provision of advice on range of matters.

Position information: This is a permanent, full-time position, working a 35 hour week, with access to Council's 9 day fortnight Accrued Day Off (ADO).

This role is predominantly located at Council's Merrylands office, with frequent travel required across Council worksites, and may be required to work across any of Council’s work locations.

Salary information: The salary and conditions of employment are in accordance with the NSW Local Government (State) Award.

  • Grade 15 of the Cumberland Salary Structure with a salary range of $2,349.16 to $2,701.53 per week, plus 11% superannuation
  • The commencing salary will be negotiated, taking into consideration the successful applicant's qualifications, skills and experience related to the role
