It is a genuine occupational requirement that this position be filled by an Aboriginal and/or Torres Strait Islander person. Indigenous Strategy and Partnerships (IS&P) leads cross sectoral strategy to eliminate the disproportionate representation of Aboriginal and Torres Strait Islander children and young people in the child protection system and to support Aboriginal and Torres Strait Islander children and young people to grow up safe and cared for in family, community and culture.
The Principal Program Officer contributes to the continuing service design, development and implementation of:
- A Reframed Relationship between the department and Aboriginal peoples and Torres Strait Islander peoples.
- Cultural change processes based on cultural insight and a researched evidence base so that departmental areas can meet legislative obligations and requirements under the Public Sector Act 2022 and the Reframing the Relationship Roadmap and associated Action Plan.
- The cultural reform agenda and cultural capability action planning to enhance cultural capability across the department, and
- Provision of advice and guidance to ensure the department achieves the desired outcomes in the implementation of:
o the Our Way strategy targets;
o the Reconciliation Action Plan;
o the Reframing the Relationship Roadmap and action plan
o the Cultural Capability Action Plan; and
o Closing the Gap targets.
The Principal Program Officer (Identified) in the Cultural Capability team key responsibilities are:
- Undertake the development, design and monitoring of strategic initiatives that support the effective delivery of services, particularly as they relate to Aboriginal and Torres Strait Islander families and children and monitor the quality and timeliness of deliverables.
- Develop and manage key initiatives to support the effective delivery of cultural change processes based on cultural insight and evidence-based research.
- Provide high level program management advice and direction in relation to child protection initiatives.
- Harness information from a variety of sources, undertake strategic analysis, and provide high level advice on complex program, policy and legislative issues relating to the programs and initiatives.
- Prepare a range of high quality written material including cabinet submissions, executive correspondence, briefing material, speech notes and information papers relating to programs and initiatives.
- Undertake high level liaison, consultation and negotiation with internal and external stakeholders towards the development and implementation of program and key initiatives.
- Partner with central business units and regional offices to build and/or enhance the Cultural Capability of all staff to achieve the Reframing the Relationship Roadmap goals.
- Support the development and delivery of cultural learning modules to guide departmental development.
- Actively practicing and promoting cultural change processes to business units and regional offices to enhance their capacity to identify opportunities to create a Reframed Relationship.
