Returning Officer Manager, Western Australian Electoral Commission

The Western Australia (WA) Electoral Commission is looking for a suitably experienced person to fill the fixed term Full-Time position of Returning Officer Manager within our Election Operations Division (75 hours per fortnight) to 31 December 2025, with the possibility of extension or permanency. Secondment will also be considered.

The Commission manages elections events for State and local governments and non-parliamentary organisations. 

Whilst this selection process will initially be used to fill the above vacancy, it may also be used to fill other “similar” vacancies that become available at the Commission. In addition to this, should the successful applicant decline or vacate the advertised vacancy, then the next most suitable applicant may also be selected from this process. Both of these options remain valid for a period of twelve (12) months from when the authorised delegate endorses the recruitment decision.

What do you do?

The Returning Officer Manager is a new role within the Commission and will take responsibility for the management of Returning Officers and their delivery of the State General Election 2025 and Local Government Election 2025.

Returning Officers are appointed by the Commission to conduct an election for a district or region. They are responsible for many aspects of the election process, including the management of polling places and polling place staff, taking candidate nominations and supervising the election in their district or region on polling day.

We are looking for someone who has had experience in leading and managing significant projects and large teams. You will understand budget management, stakeholder management, internal and external communications, risk management, operations, complex schedules and overall service delivery.

You will work within the Election Operations Division and as a member of the Commission will work to achieve its objectives, comply with its values and provide services which are compatible with existing frameworks.

Requirement of the position (Selection Criteria):

  • Experience in project management and sound knowledge of project management principles, tools and techniques.
  • Excellent problem-solving skills, including conceptual and analytical ability and research

  • Proven planning and organising skills including creating schedules and meet inflexible deadlines and effective end-to-end project management of high-volume, time bound projects
  • Ability to take full accountability for the planning, prioritising, and organising of work for self and others to achieve goals and meet deadlines.
  • Ability to build and maintain positive relationships with major stakeholders and customers.
  • Well-developed interpersonal, negotiation and written communication skills including the ability to write reports, manuals and to deliver presentations.
  • General knowledge of WA electoral legislation and processes with experience in the conduct of elections.
