Working in partnership with the NSW Government, the Parklife Metro consortium is working on an exciting new metro rail infrastructure project in Greater Western Sydney.
  
Comprising, Plenary, RATP Dev, Siemens and Webuild, the private sector partners are looking to build their metro rail expertise to deliver this city-shaping project, which will be delivered under a Public Private Partnership model and will provide a major economic stimulus for Western Sydney.
  
We are currently looking to appoint a passionate Senior Rail Safety Officer to support the Southern site locations of the SSTOM project.

The Opportunity:
The Senior Rail Safety Officer will coordinate and manage all delivery aspects of rail Safety on the SSTOM project as per Deed and Legislative requirements.  
You will also assist the HSEQ Director, responsible manager(s) and the Risk Manager to identify, assess, evaluate and control Rail Safety risks. 

This role will be based at either Airport Business Park (Badgerys Creek), Airport Terminal (Bringelly) or Aerotropolis. 

Responsibilities:

  • Assists, educates, advises and supports senior management in Rail Safety policy procedures, legislation and training.  
  • Manage a team of Rail Safety Officers.  
  • Develops, maintain and upgrade as required the WHS Management Plan and Safety and supports the Rail Safety assurance management team with Rail Safety Manager providing assurance for compliance with OSH, WHS and Rail Safety legislation. 
  • Maintains a register of persons engaged to carry out railway safety work and ensuring that relevant certificates of competency are held. 
  • Monitors compliance with the health and safety management systems 
  • Compiles relevant WHS reports and statistical information. 
  • Conducts annual reviews of operations to ensure all WHS criteria are addressed. 
  • Ensures supervisory personnel are trained in their WHS requirements and ensuring consultation arrangements have been established with employees. 
  • Carry out and/ or oversee internal/external and accreditation Rail Safety audits and inspections  
  • Measure and monitor progress against deed requirements 
  • Assist in developing and implementing project Policies and Procedures 
  • Manages the compliance obligations under the Occupational Safety and Health Act, National Rail Safety Legislation, and associated legislative requirements. 
  • Prepare and submit monthly rail health and safety reports and attend senior management meetings to present and discuss rail health and safety related matters. 
  • Ensure that the work is being executed in accordance with internal requirements and the client’s Rail Safety and quality specifications and instructions. 
  • Stops the progress of the relevant part of the Project Works where health or safety is being or may be compromised 
  • Reports notifiable occurrences to the respective government agency and reviews notifiable occurrences to ensure actions has been taken to prevent recurrence. 
  • Leads investigations for all extreme risk incidents, injuries and hazards and provide functional assistance and recommendations for the development of appropriate preventative actions to prevent reoccurrence. 
  • Reports to SSTOM Management on the performance of the project rail H&S system for project reviews. 
  • Provide leadership to our personnel to achieve no harm or injury on culture in the workplace. 
  • Assist the project to develop and maintain a workplace culture focused on an injury free workplace. 
  • Establish and maintain strong positive relationship with project and operational managers to ensure engagement and support of the SSTOM project goals and objectives. 
  • Develop & cultivate relationships with clients ensuring compliance with both client and company requirements. 
  • Ensure that all statutory safety requirements, engineering standards and construction procedures are complied with. 
  • Ensure all activities are carried out with due regard to safe working practice, safety of personnel and the integrity of the equipment. 
  • Ensure the collection, preparation, analysis and issue of company health and safety statistics and performance data and implement strategies to achieve continual improvement.
  • Develop, manage, and monitor safe working systems for railways.

Criteria:
  • Tertiary qualification in Occupational Health and Safety, WHS, Environmental Health, or a related field. 
  • RIW card (desirable)
  • Proven experience as a Health and Safety Advisor or Rail Safety Officer in the construction industry, preferably within a Tier 1 Contractor organisation.
  • Minimum 3+ years working on a rail project. 
  • A comprehensive understanding of Rail Safety systems and programs as well as risk management principles.
  • Thorough knowledge of relevant Rail Safety and health & safety legislation, regulations, and codes of practice
  • Strong understanding of construction processes, Rail Safety, hazards, and risk assessment methodologies
  • Excellent communication and interpersonal skills to effectively engage with stakeholders at all levels
  • Ability to conduct comprehensive incident investigations and produce detailed reports with actionable recommendations.
  • Strong problem-solving skills and the ability to make informed decisions in high-pressure situations.
