Overview
Operational Engineering Branch within the Australian Signals Directorate (ASD), are responsible for delivering cutting edge capabilities to support ASDs Signals Intelligence, Cyber and Enterprise requirements.
These capabilities consists of a combination of:
- Delivery of new capability under the REDSPICE program;
- Delivery of ASD's major capability programs and;
- Enhancing and modernising existing capabilities.
To facilitate this ASD has a requirement for multiple Business Analysts.
The Business Analyst, under general direction, will work independently to develop business focused documentation to elicit and clarify technical and business requirements and models for evolving and dynamic complex Projects.
The Business Analyst will investigate problems and requirements whilst contributing to effective solutions and completing multiple tasks within the team. The Business Analyst will be responsible for stakeholder engagement, process modelling and development of system requirements whilst managing expectations.
ASD seeks a Business Analyst who can think critically and utilise their excellent problem solving skills, as well as undertake negotiations, delegate effectively, and make timely decisions.
The successful candidate will be required to work cohesively and communicate effectively with other project team staff and stakeholder groups.

Investigates operational requirements, problems, and opportunities, seeking effective business solutions through improvements in automated and non-automated components of new or changed processes. Assists in the analysis of stakeholder objectives, and the underlying issues arising from investigations into business requirements and problems, and identifies options for consideration. Works iteratively with stakeholders, to identify potential benefits and available options for consideration, and in defining acceptance tests.

Facilitates scoping and business priority-setting for change initiatives of medium size and complexity. Contributes to selection of the most appropriate means of representing business requirements in the context of a specific change initiative, ensuring traceability back to source. Discovers and analyses requirements for fitness for purpose as well as adherence to business objectives and consistency, challenging positively as appropriate. Obtains formal agreement by stakeholders and recipients to scope and requirements and establishes a base-line on which delivery of a solution can commence. Manages requests for and the application of changes to base-lined requirements. Identifies the impact on business requirements of interim (e.g. migration) scenarios as well as the required end position.

Desirable Criteria * Knowledge of the Business Analysis Body of Knowledge (BABOK) or Agile Business Analysis practices.
  • Knowledge of IT systems design and development processes.
Essential Criteria * Engage with customer and stakeholders to understand their goals and current processes and the effectiveness of current technology in meeting required outcomes.
  • Manage stakeholder engagement meetings involving customers that have unique and often conflicting requirements and priorities.
  • Gather, document, communicate and manage business and technical requirements in a manner that supports internal design and development activities, and/or externally contracted deliverables.
  • Model moderately complex business processes.
  • Work with the development teams to continually improve Agile processes.
  • Communicate customer and developer needs regarding system improvements, enhancements, and elimination of problems and inefficiencies and acceptance testing, ensuring mutually beneficial outcomes.
  • Assist in the development and management of a prioritised schedule of work.
  • Work with other Business Analysts and product owners to ensure applications are complimentary, fit for purpose and integrated wherever appropriate.
  • Escalate issues and work with the team to prioritise feature delivery.
