Job description

ROLE:

This role will provide the opportunity to work across a number of areas within the College.  The successful applicant will need to be well organised, have an ability to seek and find, and to support the development of best practice in financial management and the general administration of a government school.  In addition, this role involves working in a complimentary role with the College Human Resources Manager and the allocation of specific responsibilities will ultimately be determined by the operational needs of the College and according to the best match of skills and experience to achieve the best outcomes for the wider College Community.

The College Business Manager’s role is to plan, administer and review the financial, accounting and administration activities within the College. The College Business Manager plays a key role in the strategic development of the school and its developing environment.  As an integral part of the Leadership Team, the College Business Manager supports the annual implementation plan by providing effective and efficient support services to the College Principal.

In providing general support across a range of functions, the role provides scope for specialisation in financial and accounting management. The primary role of the College Business Manager will be to work with the College Principal and the leadership team in managing and refining all aspects of financial and operations across the College, including Cases 21 Finance processes to ensure "Best Practice" and proper financial practices and internal controls are always maintained in line with Department of Education regulations, policy, procedure and guidelines.

The College Business Manager will also work in consultation with the Director of Facilities, and the respective Managers of OH&S, Maintenance and Grounds and Faculty department heads to ensure practices and internal controls are always maintained in line with Department of Education regulations, policy, procedure and guidelines.

The College Business Manager sources strategic partnerships with other local stakeholders and participates in and contributes to the development of policy framework within the school and is a member of the Leadership Team.  Within this role are several key leadership attributes.

The College Business Manager shares a common purpose and vision of the Department of Education, Regional and Leadership objectives within the College and its network and has vision that inspires others to action.  The College Business Manager ensures smooth running of the support functions within the school environment to ensure these objectives are met.

Community Leadership:  

The College Business Manager is an ambassador for the school seeking valuable links and opportunity for growth within the local community.

Curriculum & Pedagogical Leadership: 

The College Business Manager ensures effective financial management to resource the curriculum that provides an optimal learning environment for staff and students.

As well as attending to associated duties managing the day-to-day business operations of the relevant Campus, specific roles will involve:

  • Working as a key member of the Leadership Team and contributing to the promotion of Wodonga Middle Years College as an integral part of the community
  • The ability to manage multiple tasks and be able to work independently and within a team, including working closely with the College Human Resource Manager, Director of Facilities, respective Managers of OH&S, Grounds and Maintenance and Faculty department heads. Personal qualities of objectivity, sensitivity and integrity, along with strong levels of initiative and communication skills, will be required. 
  • Have a broad understanding of school operations and the ability to co-ordinate work across several areas.

KEY RESPONSIBILITY AREAS:

As well as performing the responsibilities required within this Education Support range the College Business Manager will form part of the College Leadership Team, with the successful applicant being responsible for the management of the following, under the direction of the College Principal and in collaboration with the College Human Resources Manager.

General Administration:

  • Provide leadership by overseeing and managing the work practices and priorities of office staff, including Performance Development. 
  • Ensure an efficient workflow across the administration offices of the College, displaying a sound understanding of budgetary processes, financial recording and reporting requirements.
  • Conduct regular team meetings and actively support Education Support Administration staff to reflect upon and improve their professional standards.
  • Participate in the development and implementation of the school annual improvement plan, where required.
  • Ensure the confidentiality of all school records and communication systems.
  • Ensure the provision of a range of administrative support functions for the Principal and other staff.
  • Provide administrative support to external service providers, as required.
  • Manage the processing of student admissions, registrations, enrolments and transfers.
  • Provide required level of administrative support for school events, functions and projects.
  • Demonstrate a high level of competency and understanding of Department of Education software systems including CASES21, eduPay, and the associated internal controls, policy, procedures and guidelines that is to be adhered to.
  • Liaise with OH&S Manager to ensure  OH&S induction programs, processes and procedures for contractors, volunteers and other workers to the school, including PASSTAB inductions, are followed.
  • To participate in Professional Learning activities both in and out of the College relevant to position

Finance:

  • Manage College program budgets, including working in conjunction with Principal Class and Team Leaders in establishing budgets, ensuring the effective operation of program/subprogram coding systems, monitoring of program revenue and expenditure, providing advice to program managers and providing regular and accurate financial statements on program/sub program spending.
  • Contribute to the financial decision making of the school, in consultation with Principal Class and Finance & Resources committee.
  • Prepare the funding submissions for the leadership team and school council, in consultation with Principal Class and Leadership Team
  • Ensure proper financial practices and internal controls are undertaken in terms of management of all school funds, including Student Resource Package (SRP), school investments, day to day operations of the College accounts including ordering, taxation requirements, monthly Business Activity Statements, CASES 21 bank reconciliations, FBT reporting, accounts receivable and accounts payable and sundry debtors by ensuring that all financial functions of the College are effectively accounted for by using “Best Practice” according to Treasury regulation.
  • Provide advice to staff on spending against budget in respect to facilities, curriculum, programs and other school projects.
  • Administer government grants and other school income. 
  • Manage fund raising activities.
  • Provide end of College year financial reporting for CASES21
  • Provide all necessary reporting and support to the external Auditors relative to the College’s annual audit.  Provide feedback to the College Principal regarding outcome of Financial Audit.
  • Oversee the College’s Parent Payments in accordance with the DET guidelines. Provide advice and recommendations to School Council with a view to maximising school revenue and optimising the use of school resources.

Provision of School Services:

  • Manage the delivery of support services to relevant Campus, students, teachers, parents and school clients.
  • Ensure all external providers deliver the required service.
  • Develop techniques and procedures that will affect work practices beyond the work place.
  • Manage technical programs with a broad scope across the school.

Manage School Resources:

  • Provide advice and recommendations with a view to maximising school revenue and optimising the use of school resources.
  • Liaise with Director of Facilities to ensure that all external providers deliver the required service, including School Maintenance System (SMS) service inspections, Annual Essential Safety Measures (ESM), Asset Information Management System (AIMs) and reporting requirements for College facilities in collaboration with Managers of OH&S, Grounds and Maintenance, where required.
  • Liasie with Director of Facilities to ensure that College School Maintenance Plan (SMP) is  in line with DET requirements, policy and processed in collaboration with Managers of OH&S, Grounds and Maintenance, where required.
  • Liaise and negotiate with service providers in respect to the cost and quality of services, including Canteen Operations at both Campuses, and the College Cleaning Contract. 
  • Liaise with the Director of Facilities in relation to the management of the College Cleaning Contract, College Gym and Wodonga Sports & Leisure Centre Hire Agreement between DET, Wodonga City Council and WMYC.
  • Manage the development and collection of resource material at the school.
  • Manage College OH&S in line with DET requirements, policy and process as set out in the OH&S Management System.
  • Assist in the development of work practices that ensure appropriate occupational health and safety standards are maintained.
  • Liaise with the Director of Facilities in regard to the delivery of contracted services.
  • Liaise with the Director of Facilities in regard to budgets for all WMYC Capital Works programs.

Support School Council:

  • Draft reports and make recommendations on operational issues.
  • Provide support and guidance to staff in preparing School Excursion paperwork to be presented to School Council.
  • In liaison with the College IT Manager, evaluate and report on the operational efficiency of computer systems in production, making recommendations for improvement where appropriate.
  • Contribute to decision making through the School Council, Finance Committee and where applicable, provide advice to School Council.
  • Provide monthly financial reports to School Council, the Finance Committee and Program Managers and provide required information for the annual report and other accountability purposes.
  • Other duties as directed by the College Principal.

KEY SELECTION CRITERIA:

KSC 1              A thorough knowledge of current financial management practices in schools. Substantial demonstrated experience in the management of administrative services in a school setting with particular focus on the capacity to manage the delivery of the schools budgetary, financial reporting methods and principles, administrative and operational targets, including the design and development of policy and practice to support these.

KSC 2              Demonstrated capacity to provide high level of support to the Leadership Team, Teachers, Students and Education Support Staff, along with School Council, as required in accordance with guidelines, accepted practice and DET policy.

KSC 3              Demonstrated capacity to develop and implement operational policy and strategies and the appropriate resource allocation to support this development and implementation.

KSC 4              Highly developed communication skills and interpersonal skills related to work in a complex environment that includes Staff, Students, Parents, Community Members and industry personnel, and especially including the Principal being kept well informed of business management related content and a proven capacity to utilise technology.

KSC 5              Demonstrated high level competency and understanding of Department of Education software systems including CASES 21, Recruitment Online, eduPay, eduSAFE Plus, DIP, SMS, EMS, SMP, AIMS, SRP, OHS and the associated internal controls, policy, procedures, guidelines relevant to financial management and work practices within a school setting.
