Development Management – Role
Overview
Ensure active management of cost, time and quality issues during the investigation, design, documentation, tender, construction and hand over phases of the project.
Provide full coordination of the multi-disciplinary team.
The Consultant has the authority to engage specialist 3rd party consultants to assist in performing the Scope of Works.
Stage 1: Initial Development Concept
Appoint the members of the project consultant team to complete the concept design.
Oversee the preparation of the concept design to ensure that it is suitable for the proposed use giving consideration to the feasibility of the development as a whole.
Stage 2: Town Planning
Appoint the members of the project consultant team to complete the development application.
Oversee the development application to ensure that all authority requirements are met and development approval is issued within the projected time frames.
Ensure that all development conditions are incorporated into the detailed design and development feasibility where required.
Stage 3: Sales and Marketing
Appoint the members of the project sales and marketing team to complete the marketing concepts and campaigns.
Oversee the team to ensure that all specific project requirements are developed within the development approval and projected time frames.
Monitor to the sales and marketing campaign to objectives are being met within projected time frames.
Stage 4: Detailed Documentation
Oversee the preparation (and monitor) the Master Control Programme to reflect all critical and milestone activities for the design, construction and hand over phases.
Appoint the members of the project consultant team, which will include Architect, Building Services Consultant (all disciplines), Cost Consultant, Building Surveyor, Programmer and Civil/Structural Engineers and specialist consultants as required.
Manage the progression of the consultant team in completing the documentation in accordance with cost, time and quality parameters of the project and take steps to remedy any variance from the parameters.
Manage the incorporation and compliance with regulatory requirements.
Manage finalisation of designs ensuring compliance with the specific requirements of the Tenants, and purchasers.
Stage 5: Tender
Arrange preparation of tender and contract documentation for the head contract.
Call tenders and respond to tender queries
Check construction program and confirm delivery schedules.
Stage 6: Construction
Manage the issue of permits and certification as necessary.
Appoint a superintendent to oversee the administration of contracts as per project documents and conditions.
Oversee the issue of all relevant certificates under the Contract.
Stage 7: Handover
Manage the process of inspection for Defects List preparation and acceptance of the works.
Manage the issue of Practical Completion Certificate.
Manage the process of inspection and acceptance of the works.
Assist in the handover of the completed building to the Tenant.
Ensure that all necessary construction and equipment operating manuals and as built drawings are supplied to the Client.
Establish procedures to address defects rectification.
