SA Health's Corporate Finance department uses a unified service model to provide consistent and aligned services across the organisation. This ensures that all corporate and service-level requirements are met. The Corporate Finance Services are responsible for developing and maintaining effective systems and capabilities for budgeting, forecasting, performance management, reporting, planning, and analysis.

Role Overview

As the Senior Finance Officer, you will play a crucial role in developing, implementing, and maintaining reporting and performance frameworks for SA Health. This position involves liaising with the Department of Treasury and Finance, preparing budget adjustments, and conducting complex financial analyses. Monitoring SA Health cash balances and forecasting cash requirements will be integral to the role, along with implementing improvements in cash management processes.

Collaboration will be required with Corporate and System Support Services Division, across the Department for Health and Wellbeing, Local Health Networks and SA Ambulance Service.

The ideal candidate should possess strong interpersonal and relationship management skills, along with the ability to communicate effectively and influence others. Analytical capabilities, effective teamwork, and experience in interpreting and applying Australian Accounting Standards, and a proficiency in using the DTF Budget and Monitoring System (BMS) is preferred.

Requirements:

  • Proficient in interpersonal and relationship management skills, capable of effective verbal and written communication across diverse stakeholders.
  • Knowledge of financial and accounting standards, structures, and practices, including complex accounting concepts like consolidated and eliminated financial information.
  • Ability to influence others and prepare strategic written reports for executive decision-making.
  • Demonstrated capacity to set and manage priorities, achieve outcomes under pressure, and operate in commercially and politically sensitive environments.
  • Strong analytical capabilities, including research and analysis of financial and non-financial data using database tools for management review.
  • Effective individual performer and team contributor, with experience in mentoring and fostering the development of team members.
  • Significant experience providing advice and support to clients and stakeholders, resulting in improved business operations and customer service.
  • Experience in leadership, mentoring, and supporting staff

Criminal History Screening Requirement

  • A National Police Certificate (NPC) for employment involving no contact with vulnerable groups is required for this position (general employment)

Immunisation Risk for this position is Category C (minimal patient contact)

SA Health Services are required to implement the Addressing vaccine preventable disease: Occupational assessment, screening and vaccination policy in the workplace.

Special Conditions

  • It is mandatory that no person, whether or not already working in SA Health, may be appointed to a position in SA Health unless they have provided a satisfactory current Criminal and Relevant History Screening, as required by the SA Health Criminal and Relevant History Screening Policy Directive.
  • For appointment in a Prescribed Position under the Child Safety (Prohibited Persons) Act (2016), a current Working with Children Check (WWCC) is required from the Department for Human Services Screening Unit.  For other positions, a satisfactory National Police Certificate (NPC) assessment is required.
  • For 'Prescribed Positions' under the Child Safety (Prohibited Persons) Act (2016), the individual's WWCCs must be renewed every 5 years from the date of issue; and for 'Approved Aged Care Provider Positions' every 3 years from date of issue as required by the Accountability Principles 2014 issued pursuant to the Aged Care Act 1997 (Cth).
  • Appointment is subject to immunisation risk category requirements. There may be ongoing immunisation requirements that must be met.
  • Depending on work requirements the incumbent may be transferred to other locations across SA Health to perform work appropriate to classification, skills and capabilities either on a permanent or temporary basis subject to relevant provisions of the Public Sector Act 2009 for Public Sector employees or the
    SA Health (Health Care Act) Human Resources Manual for Health Care Act employees.
  • The incumbent may be required to participate in Counter Disaster activities including attendance, as required, at training programs and exercises to develop the necessary skills required to participate in responses in the event of a disaster and/or major incident.
