About North East Link

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium's Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne's freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Opportunity

SPARK North East Link is looking for a Strategic Vendor Manager who will drive strategic decision-making and financial success by leveraging commercial, contractual, regulatory analytical insights with particular focus on government requirements. You will be responsible to provide commercial support to the wider Project team and increase engagement with our team while encouraging awareness of the importance of working within the requirements of Spark's governance.

This role will be accountable for:

  • Develop and implement Strategic Vendor management processes and procedures to ensure compliance with government policies, regulatory requirements and industry best practices, with particular focus on the Local Industry Development Plan.
  • Ensure effective and efficient data capture and reporting practices are implemented and maintained.
  • Monitor and ensure adherence to government policies, as well as internal policies and standards to ensure effective management and mitigation of project abatements.
  • Maintain accurate and comprehensive records of vendor management related activities and produce regular reports for senior management and Stakeholders.
  • Identify opportunities for enhancing vendor management structures, qualifications and processes.
  • Assist with the planning and coordination of periodic supplier and industry forums.
  • Maintain collaborative relationship with all key internal and external parties.

Minimum requirements for this role are:

  • Tertiary educated in Law, Commerce, Engineering, Construction Management, Quantity Surveying, or equivalent experience
  • Up to 5 years' experience in a construction industry context.
  • Passion for Contract Management, Law, Compliance, Governance, Local vendor involvement as well as a continuous improvement and collaborative mindset
  • Knowledge and understanding of Regulations, Construction, governance, privacy, and data security, ideally in a construction industry context, including knowledge of potential risks and the regulatory landscape.
  • Proven ability to engage with and influence internal and external stakeholders and successfully implement change management.
  • Ability to effectively prioritise and manage time and workload.
  • Strong skills in word and excel.
  • Proficient written and oral communication skills.
  • Demonstrated high level analytical thinking, problem-solving and attention to detail skills.
