Marine Rescue Queensland (MRQ) is a marine emergency service dedicated to protecting the safety of the Queensland boating community. Marine Rescue Queensland, established in 2024 is Queensland’s first single integrated state-wide service, serving the state’s coastline and waterways.
In this role you will be a part of the newly established Marine Rescue Queensland Unit and support work associated with the blue water rescue capability, dedicated to protecting Queenslanders in our oceans and waterways.
This position will provide management and leadership to the Capability and Development function in the MRQ. You will manage and oversee the development, coordination, and evaluation of the Capability and Development strategy, understand how the business works and plan future capability requirements. You will work collaboratively with specialists to develop and implement the Volunteer Management Strategy and provide strategic advice for projects to support the operational capability of a new integrated marine rescue service.
The core capability requirements for this role are:
- Lead and manage the development, implementation and delivery of best practice strategies, frameworks, operational planning, and risk management to enhance effective delivery of services.
- Provide strategic and independent advice on findings and recommendations that emanate from inquiries, coronial hearings, commissions, research and other relevant avenues relating to MRQ capability development to ensure effective decision-making.
- Manage and coordinate MRQ projects and capability development, including identifying and developing community awareness and education initiatives and programs to enhance operational capability.
- Undertake high-level research and critical analysis on methodologies and systems to assess the hazard, risks, vulnerability and community resilience to ensure innovative strategies and solutions meet quality business outcomes.
- Prepare, review and provide complex reports, presentations, briefs and correspondence relating to capability development projects and initiatives, in accordance with departmental requirements.
- Represent MRQ and manage liaison and coordination with government and non-government stakeholders in the development of programs, projects and policy.
- Build and sustain partnerships and networks with internal and external stakeholders to effectively liaise and negotiate agreed outcomes on difficult and complex projects and capability development issues.
- Lead and manage a multi-disciplinary team and provide guidance and support to regions by managing human resource functions and develop staff through performance, planning, training and review.

Highly Desirable:
- Graduate or Post Graduate qualifications in Disaster Management, Business Management or related field.
- Application of risk management in a community consequence context.
- Experience or knowledge in project management and practices in the public sector.
Other:
- Ability to travel intra-state in alignment with service requirements.
