Heavy Air Lift System Program Office (HALSPO) is seeking a senior Project Manager to lead the planning and delivery of complex Major Projects to support the C-17 Globemaster and KC-30A Multi Role Tanker Transport capability for Air Force.
As the Project Manager, you will be responsible to the Project Director for leading and managing projects from initiation to closure including effective transition to in-service sustainment. You will have the opportunity to leverage your extensive Project Management experience base and soft skills to ensure quality project outcomes are delivered in a timely, cost effective and efficient manner. With a safety mindset, you will regularly resolve problems using your professional expertise, excellent communication and stakeholder engagement skills and take initiative to identify alternative courses of action.
Key activities and expectations for this critical role include:
- Lead and manage portfolio of projects to the satisfaction of the Customer (ie Air Force: Capability Manager) and the requirements set out by the Project Sponsor
- Management of project quality, performance and resources including, project schedules deliverables, risks and issues
- Run Project Management Reviews and Design and Test Reviews effectively to monitor and improve performance
- Manage project finance, budgets and forecasting
- Deliver Program-level and project-level reporting to senior management
- Mentor the project team to implement industry best practices in project management
- Engage with internal and external stakeholders in a dynamic environment with competing priorities and create strong partnerships across Air Force, Defence and relevant Industry partners
- Manage stakeholders through complex and sensitive project related issues to deliver the best for the capability
- Champion change management and share lessons learnt for continuous improvement
- Liaise on future requirements to support the Project and upgrade lifecycle for Heavy Lift Aircraft
- Lead and manage a team
The additional payment is a Building Defence Capability Payment (BDCP) which enables Defence to provide a premium, in addition to the rate of salary otherwise payable under the Enterprise Agreement (EA) to some or all of the jobs within a critical occupation(s) or discipline within a workplace. Applicants engaged into a BDCP position must consider the following. BDCPs provide remuneration in addition to the Defence Enterprise Agreement (EA).
This arrangement is subject to meeting eligibility criteria and is subject to annual review. Should your performance fall beyond requirements or the eligibility criteria not be met, your eligibility for the BDCP may be reviewed and ceased. It may also be ceased should you change positions or the requirement for the BDCP is no longer necessary, as determined by Defence. Should the BDCP be ceased you will be advised and your BDCP additional payment will cease.
About our Team
The EL 1 Project Manager is an executive level position within the Project Management Unit of the Heavy Airlift System Program Office (HALSPO), located at RAAF Base Amberley. HALSPOis responsible for the cost effective sustainment of the Royal Australian Air Force (RAAF) C-17, KC-30A and Special Purpose Aircraft (BBJ & Falcon 7X), supporting Air Force to achieve its missions.
This role leads the full range of project management and support activities of the Unit and has direct responsibilities to the Project Director in support of major and minor technical projects for the Heavy Lift capabilities for Air Force and wider Defence. The role will essentially serve as the Second in Command position for the Director.
You will be part of a specialised high performing team, of Military, Australian Public Servants and Management Service Providers, exercising effective governance and assurance of project outcomes and deliverables. You will achieve this within a collaborative environment and through regular and active engagement with Stakeholders, including Australian Air Force personnel, allied overseas Suppliers and Defence Industry Partners.
