This role is a full-timepermanent position and will be based across our Lilydale and Belgrave sites, however we can offer some flexibility with hours and location, and we support hybrid work practices.

About the role

The Manager - Facilities provides strategic leadership and operational management of all Inspiro sites, buildings and infrastructure assets, plant, and equipment to ensure that program and service activities are appropriately supported by maintaining a compliant, fit for purpose and safe environment.

As the Manager - Facilities you will ensure occupants are getting the most from their built environment and keep the sites in the best possible working order to help generate revenue and execute on Inspiro’s vision for the Community.

In the role you will:

  • Develop an annual facilities budget in consultation with the Finance team & GM Engagement & Development and implement an annual Facilities Plan in line with the Inspiro Strategic Plan, reflecting strategic and operational priorities.
  • Work collaboratively to plan, cost and develop a capital works plan, preparing proposals for capital expenditure and minor works using cost-benefit analysis (ensuring alignment with the agreed budget).
  • Liaise with contractors and architects with new building projects, ensuring timelines are adhered to and quality of work is obtained.
  • Provide strategic advice on current and emerging legislative and industry-wide facilities related issues and report on the progress of Facilities Management activities to the Executive Team and other relevant stakeholders.
  • Develop, implement, and maintain policies, procedures and work instructions as required to ensure organisational compliance with relevant standards and practices (including maintenance of appropriate records to demonstrate compliance against statutory requirements and standards for Accreditation purposes). 
  • As required, undertake and/arrange for procurement, installation, operation, repairs, and maintenance of: Essential services, buildings, fixed plant and equipment, furniture and fittings, vehicles, grounds, and signage etc.
  • Monitor, manage and co-ordinate all general maintenance (planned and ad hoc/emergency) as required, liaising with contractors, and ensuring timely resolution of issues logged (including faults to equipment and amenities).
  • Manage and oversee performance of contractors undertaking work on-site, ensuring compliance with organisational policies. Ensure all contractors are properly inducted and understand the scope of works.
  • Liaise with third party building users including collocated services and tenants, negotiating, and maintaining license and rental agreements as appropriate.
  • Oversee the management of the Inspiro motor vehicle fleet and ensure it is maintained in good and safe order (including coordination of the annual servicing, eTag’s and fuel cards, quarterly cleaning of the fleet and vehicle registration, RACV membership and insurance.
  • Ensure the safety of Inspiro’s assets and building security by investigating security breaches as advised by the Security company, reviewing security contract and coordinating staff access to buildings and sites.
  • Monitor and review any rental agreements in place for sites, as well as contracts or arrangements for waste collection, clinical bins, NSP bins, pest control, car park gates, air conditioning, cleaning, security, grease traps (Belgrave), lift and linen delivery.
  • Actively participate as a member of the OH&S Committee, proactively undertake health and safety assessments, and implement corrective actions as relevant for the position.
  • Develop, implement, monitor, and review the Inspiro Emergency Management Plan and perform the role of Chief Warden.
  • Assist in the coordination of Site Inspections and Hazard Audits and address any unsafe working practices or hazardous working conditions.

You will also have:

  • Qualifications in Facilities Management or relevant discipline (desirable but not compulsory)
  • Trade qualification (e.g., builder, carpenter, etc.) or qualification in property/facility management (desirable but not compulsory)
  • Proven experience in Facilities Management 
  • Experience in OHS & Emergency Management 
  • Experience in health/community services/local government and/or research environments highly regarded.
  • Chief Warden qualification (desirable) 
  • Project Management experience (desirable) 
  • Current Victorian Driver’s License and ability to drive a range of vehicles as required (Compulsory)
  • Current Police and Working with Children Check valid for employment purposes (Compulsory) 
  • NDIS Worker Clearance Check (may be required for this position)
